Biography

An Associate Professor of Constitutional Law at Kathmandu School of Law (affiliated with Purbanchal University) with over 20 years of experience in legal research, training facilitation, legal drafting, report writing, and policy formulation; former Council Member of the National Judicial Academy (NJA) and former Executive Member of the High Court Bar Association of Patan; has worked with diverse organizations including UNDP, UNMIN, NHRC, and the Nepal Bar Association, and has extensive expertise in drafting  legal documents, and law reviews facilitating trainings on human rights and  legal issues

Keyachievements:

  • Reviewed constitutional provisions and related laws and by-laws int line with international human rights instruments and drafted the Dalit and other marginalized people empowerment act for Karnali ProvinceGovernment in collaboration DalitWelfare Organization, 2021.
  • Reviewed acts, rules and by rules relating to local governance, and drafted Six different bills for Suradiya Municipality, Ilam 2020.
  • Reviewed the legislations relating to Right against Caste Based Discrimination and Untouchability Conducted by UNDP Project on Strengthening the Rule of Law and Human Rights Protection System in Nepal (RoLHR) Senepa, Lalitpur (2016).
  • Led to conduct study on implementation status of UPR Recommendation in relation to Rights of Dalit: UNDP Project on Strengthening the Rule of Law and Human Rights Protection System in Nepal (RoLHR) Senepa, Lalitpur (2016)
  • Engaged in fact finding team on violation of peace agreement in different part of country through the United Mission in Nepal (UMNIN) : 2006- 2010.
  • Engaged in fact finding events on Human Rights violation issues during armed conflict in Nepal organized by Joint Human Rights Treaties Monitoring Coordination Committee Team (HRTMCC): 2002-2004
  • Reviewed legal provisions and drafted the Untouchability and Caste based Discrimination Crime Punishment Act 2011 in collaboration with the Dalit Welfare Organization, Kathamandu (2006)
