Biography

An Associate Professor of Constitutional Law at Kathmandu School of Law (affiliated with Purbanchal University) with over 20 years of experience in legal research, training facilitation, legal drafting, report writing, and policy formulation; former Council Member of the National Judicial Academy (NJA) and former Executive Member of the High Court Bar Association of Patan. He has worked with diverse organizations including UNDP, UNMIN, NHRC, and the Nepal Bar Association, and has extensive expertise in drafting legal documents, law reviews, and facilitating trainings on human rights and legal issues.

Key Achievements

1 Reviewed constitutional provisions and related laws and by-laws in line with international human rights instruments and drafted the Dalit and Other Marginalized People Empowerment Act for Karnali Province Government in collaboration with Dalit Welfare Organization, 2021.
2 Reviewed acts, rules and by-laws relating to local governance, and drafted six different bills for Suradiya Municipality, Ilam, 2020.
3 Reviewed the legislations relating to Right against Caste-Based Discrimination and Untouchability under the UNDP Project on Strengthening the Rule of Law and Human Rights Protection System in Nepal (RoLHR), Senepa, Lalitpur, 2016.
4 Led a study on the implementation status of UPR Recommendations in relation to the Rights of Dalit under the UNDP Project on Strengthening the Rule of Law and Human Rights Protection System in Nepal (RoLHR), Senepa, Lalitpur, 2016.
5 Engaged in a fact-finding team on violations of the peace agreement in different parts of the country through the United Mission in Nepal (UNMIN), 2006–2010.
6 Engaged in fact-finding events on human rights violation issues during the armed conflict in Nepal organized by the Joint Human Rights Treaties Monitoring Coordination Committee Team (HRTMCC), 2002–2004.
7 Reviewed legal provisions and drafted the Untouchability and Caste-Based Discrimination Crime Punishment Act 2011 in collaboration with the Dalit Welfare Organization, Kathmandu, 2006.
8 Team member of the research on the situation of cobblers involved in leather work in Kathmandu Valley, conducted by Danida Human Rights & Good Governance Advisory Unit (HUGOU), 2002.
